عاجل ..محافظ عدن عيدروس الزبيدي يصدر بيان هام قبل قليل ... للتفاصيل

اصدرت قيادة السلطة المحلية بعدن بيانا بخصوص انقطاعات الكهرباء الاخيرة بعدن جاء فيه :   تتابع قيادة محافظة عدن وتعايش الظروف الاستثنائية التي  يمر بها أهلنا في  عاصمتنا الحبيبة عدن ،وما يعانونه من  متاعب تفاقمت مع دخول فصل الصيف وارتفاع درجة الحرارة ، بالتزامن مع زيادة حجم العجز في توليد الطاقة بسبب النقص الحاد في المشتقات النفطية  وخروج بعض المولدات عن الخدمة ، ما أدى  إلى زيادة  عدد ساعات انقطاع التيار الكهربائي عن منازل المواطنين .   ولأننا نعيش معاناة  أهلنا ، ونكابد  أوجاعهم، وانطلاقا مما يفرضه علينا واجب مسؤوليتنا  فقد بذلت قيادة المحافظة جهودا مضاعفة للتخفيف من هذه المعاناة  التي نعيشها معهم وأسوة بهم   ، وسعيا منا لانتشال واقع الكهرباء المتردي  بفعل قدم وتهالك شبكة التوزيع المنتهية الصلاحية منذ سنوات طويلة ،والذي  ازدادت خدماته ضعفا بفعل ما لحق بالبنية التحتية  لهذا القطاع من دمار هائل اثر الحرب التي شنها الغزاة  القادمون من كهوف مران على عدن .   وفي هذا الإطار  فقد تواصلت  قيادة  المحافظة مع القيادة السياسية ممثلة بفخامة رئيس الجمهورية الرئيس عبدربه منصور هادي ودولة رئيس الحكومة احمد عبيد بن دغر ،ووضعتهما في صورة ما تمر به عدن ويكابده أهلها  جراء الانقطاعات المتواصلة  للتيار الكهربائي وتردي حال منظومة الطاقة الكهربائية وحاجة المحافظة إلى حلول اسعافية آنية ، أولا وكذا حاجتها الأساسية إلى مشروع استراتيجي ،  ينهي هذه المشكلة التي تتكرر مع حلول كل صيف منذ نحو عشرين عاما.   كما فتحت قيادة المحافظة قناة  تواصل  مع الأشقاء في  دولة الإمارات العربية المتحدة ، وطلبت   تدخلهم العاجل  ومساعدتهم  في  معالجة هذه المشكلة التي تؤرقنا جميعا  ،وقد أبدا الأشقاء الإماراتيون  تفهما وتعاونا كبيرين ووعدوا  بتقديم  معالجات إستراتيجية لهذه المشكلة ،يمكنها ان تحل بشكل جذري إشكالية الكهرباء إضافة إلى تقديم معالجات اسعافية عبارة عن قطع غيار لمولدات متوقفة  من المتوقع ان تصل قريبا إلى عدن.   لقد تابعت  قيادة محافظة عدن التردي المتسارع في  وضع خدمة الكهرباء خلال الأيام القليلة الماضية  وبذلت  إزاء ذلك جهدا متواصلا لتأمين المدينة بخدمة الكهرباء ،لكنها فوجئت بعراقيل عدة توضع في طريقها لتحقيق ذلك ،ومنها امتناع شركة عرب جلف المتعهدة بتأمين المشتقات  النفطية  للمحافظة عن تفريغ الشحنة المشتراة منها لهذا الغرض رغم استلامها لقيمتها   ،في تصرف لا يفهم ما القصد منه ،ولا نجد له تبريرا ،يستحق عقاب سكان أربع  محافظات  تعتمد على  الكهرباء التي يتم توليدها  في عدن .   ان  قيادة المحافظة إذ تستغرب  محاولات الاستغلال الرخيصة   لمعاناة أهلنا من قبل بعض الأحزاب  التي عرفت  بتبني خطاب معاد لقيادة المحافظة وللتحالف العربي وفي مقدمتها دولة الإمارات العربية المتحدة  ،وتوظيفها توظيفا   يخدم مشاريع  عدائية لأمن واستقرار ونماء عدن ويهدف إلى إغراقها في الفوضى ، بل أنها تجاوزت ذلك إلى ممارسة أعمال  عنف تحت مبرر الاحتجاج على انقطاع التيار الكهربائي كان من نتائجه الاعتداء على دورية أمنية وإصابة احد أفرادها.   إننا ونحن نتبادل الرأي مع أهلنا وشعبنا ونكاشفهم ، بطبيعة  وحجم وأسباب المشكلة التي نعانيها جميعا ،فإننا نجدها مناسبة للتذكير  بطبيعة الظروف التي استلمنا عليها المحافظة  ، وحجم الملفات الشائكة والمعقدة  التي واجهتنا   والتي مازال الكثير منها قائما  ويحول دون قيامنا  بالمعالجات العاجلة للمشكلات القائمة  وأهمها مشكلة الكهرباء ،مذكرين أننا إلى  الآن مازلنا نعمل   بإمكانات شحيحة للغاية وبدون موازنة  معتمدة ولو بأقل القليل ، ناهيك عن كوننا نعمل في مساحات مملؤة بألغام الفساد وأسلاكه الشائكة التي بدأنا خطة واضحة ومدروسة لانتزاعها وسننتزعها .   إن قيادة محافظة عدن وفي الوقت الذي تبين  فيه أن حجم التحديات  الماثلة أمامها في قطاع الكهرباء يتجاوز حدود امكاناتاتها وصلاحياتها ويدخل ضمن اختصاصات ومسؤوليات الحكومة وتستلزم  ضرورة تدخلها وبقوة إلا أنها-قيادة المحافظة-  لن تتوانى عن بذل أقصى الجهود لإيجاد الحلول الناجعة لهذه المعضلة  وتجاوزها  واعتبارها جزءا من معركتها التنموية ،التي لا تختلف عن تلك المعركة الأمنية  التي خاضتها وانتصرت فيها.   إننا وفي  الوقت الذي  نعايش فيه أوجاع أهلنا ومعاناتهم  ،ونلمس مقدار صبرهم وتضحياتهم  وتحملهم ،واستشعارهم لحجم  التحديات التي تمر بها قيادة المحافظة  ، وتعدد وثقل الملفات المطلوب منها انجازها تنمويا وأمنيا باعتبارها تنهض بكامل مهام الدولة و الحكومة  ومكاتبها  والعمل على ادارتها  وتعالج مختلف الاستحقاقات ،وابرزها استحقاقات  المقاومة والشهداء والحرحى وصرف مرتبات االمؤسسات الخدمية كالمياه والكهرباء   والتي بلغت الشهر السابق   فقط 300 مليون   دفعت من  موارد المخافظة الذاتية الشحيحة   فإننا  نحيي في أهلنا هذه الروح الصابرة التي تمثل امتدادا لصبرهم وتضحياتهم وتحملهم  لمآسي الحرب العسكرية، حتى تحقق النصر. نطمئن أهلنا وشعبنا  الحبيب إننا وبالاستفادة من الدعم السخي للأشقاء في دول التحالف العربي  وفي المقدمة دولة الإمارات العربية المتحدة سنواصل  الجهود لإيجاد حلول عاجلة وأخرى إستراتيجية  لمشكلة الكهرباء ،واثقين  من أننا  وبفضل من الله ثم بعزيمة الرجال المخلصين سننجح في معالجة هذا  الملف الشائك المرتبط بالحياة اليومية للمواطن كما نجحنا في معالجة الملف الأمني.   كما لا ننسى أن نؤكد عزمنا  على الاستمرار في محاربة الفساد أينما وجد واحداث تغييرات مدروسة ،مستندين إلى تقارير لجنة التقييم التي كلفت من قبل قيادة المحافظة لدراسة وتقييم أوضاع مختلف مرافق ومؤسسات الدولة ومنها  مؤسسة الكهرباء بعدن ،وخلصت الى عدد من النتائج المهمة التي ستترتب عنها جملة من القراءات والإجراءات التي سيعلن عنها قريبا.   اخوكم المواطن المقاوم  اللواء /عيدروس قاسم الزٌبيدي محافظ عدن /رئيس المجلس المحلي
