القى  نائب وزير الخارجية رئيس الوفد الحكومي لمفاوضات الكويت عبدالملك المخلافي كلمة قوية في افتتاح جلسة المشاورات الاولى في خيمة المفاوضات بقصر بيان في الكويت بحضور المبعوث الاممي وفريقه وفريق الحوثي صالح بعد عودة الوفد الحكومي للمشاورات وانهاء تعليقه للمشاركة وذلك بعد تلقية الضمانات اللازمة لعودته.
وقد شكلت الكلمة التي مثلت عودة قوية للوفد الحكومي وحرص على السلام، صدمة للانقلابيين وخلقت لديهم ارباك تمثل في ردودهم المربكه والضعيفة والمضطربة.

"بِسْم الله الرحمن الرحيم السلام عليكم ورحمة الله وبركاته كل عام ووطننا وشعبنا بخير هذا هو اليوم الاول بعد 22 مايو من ايام دولة الوحدة وقيام الجمهورية اليمنية التي تتعرض اليوم لاوضاع صعبة نتاج ماحدث ، اوضاع تمزق وحدتها الوطنية ونسيجها الاجتماعي ودولتها التي قامت ، وكنا نأمل ان تكون عزيزة متينه قوية عادلة، ولكنهاتعرضت للطعن والدمار وتمزيق نسيجها وإضعافها بل السعي لتدميرهاوتقويض وجودها كدولة نتاج للحروب وسياسة الاقصاء والتهميش والهيمنة والحكم العصبوي التي اتضحت ابعادها بعد الوحدة و في حرب ٩٤ الظالمة ضد الجنوب الابي وفي الحرب الثانية ضد الشمال والجنوب التي انطلقت في ٢١ سبتمبر ٢٠١٤.
ونأمل من خلال الحوار والسلم والتعاون والشراكة والوحدة الوطنية وعدم الاقصاء ان نعيدها دولة عزيزة كريمة عادلة قوية. كل عام ووطننا بخير ان شاء الله وقد عاد اليه السلام والوئام.
واسمحوا لي بداية ان اشكر الاخ صاحب المعالي اسماعيل ولد الشيخ احمد ، على الجهود التي يبذلها وان اشكر صاحب السمو أمير دولة الكويت الشقيقة وصاحب السمو أمير دولة قطر الشقيقة على الجهود التي بذلوها مع فخامة الرئيس عبدربه منصور هادي رئيس الجمهورية اليمنية، وايضاً ان اشكر السيد بان كي مون الأمين العام للأمم المتحدة والذي التقى فخامة الرئيس هادي وامير دولة قطر، وأصدر بيانا اكد فيه على انه قد كلّف مبعوث الامين العام من اجل إعطاء وفد حكومة الجمهورية اليمنية الضمانات والتطمينات اللازمة حول القضايا التي تضمنتها رسالة الوفد الى معالي المبعوث اسماعيل ولد الشيخ احمد و اسمحوا لي ايضا ان أشكر المبعوث على الرسالة التي وجهها بناء على هذا اللقاء الثلاثي في الدوحة وعلى ما جاء في هذه الرسالة من تأكيد على المرجعيات وجدول الاعمال والالتزام بالشرعية وغيرها من القضايا التي تضمنتها الرسالة والتي بموجبها عاد فريق حكومة الجمهورية اليمنية اليوم الى المشاورات ولدينا الثقة والامل بأننا الان سنعمل على قاعدة صلبة ولدينا الاستعداد والحرص لتقديم كل ما يمكن ان يسهل إنجاح هذه المشاورات على أساس هذه القاعدة الصلبة وان نقدم لشعبنا وفي اقرب وقت وبمناسبة ذكرى قيام الجمهورية اليمنية ومع قرب شهر رمضان المبارك ما يؤدي الى السلام وعودة الاستقرار الى وطننا على الأسس الثابتة المحددة في المرجعيات وفي جدول الاعمال وفي ظل رغبة صادقة لان ينتهي هذا الوضع الشاذ الذي فرض بالانقلاب وتدمير الدولة والحرب على شعبنا الصابر المقاوم وان يعود السلام والوئام والحب والخير والمودة، وان نعمل بكل ما نستطيع من اجل ان نجنب شعبنا ويلات الحرب والدمار وان نساهم بكل جهد من اجل ان نصل الى سلام حقيقي عادل قادر على ان يستقر ويستعيد الدوله ويبني وحدة وطنية صحيحة على أساس مخرجات الحوار الوطني، نتجه به الى بناء الدولة الوطنية الاتحادية كما حاء في خطاب فخامة الرئيس عبدربه منصور هادي في ذكرى العيد الوطني 22 مايوالسادس والعشرين ووفقا لرغبات شعبنا في ان نبني دولة الشراكة الوطنية، شراكة في السلطة والثروة والقائمة على العدل والقائمة على الأمن والاستقرار وان اعبر هنا بإسم وفد الحكومة اننا جئنا اليوم مرة اخرى بالرغم من كل ماحدث بنية حسنة وبرغبة في السلام ولكن ايضا بتأكيد واضح على المرجعيات وعلى مأتم الاتفاق عليه حتى الان وعلى ماجاء في لقاء فخامة الرئيس مع السيد بان كي مون وسمو أمير دولة قطر وعلى ماجاء في رسالة المبعوث الاممي السيد اسماعيل ولدالشيخ احمد ونأمل ان تكون مناقشاتنا هذه المرة مختلفة، الكويت فرصة لليمنيين من اجل السلام والآن هي فرصة اخيرة لناجميعا لنثبِّت اننا جئنا فعلا من اجل السلام وأننا راغبون في السلام وأننا سنقدم كل ما يمكن تقديمه من مرونه وحتى تنازلات في سبيل شعبنا وفي سبيل السلام ونامل بان يكون لدى الطرف الاخر نفس الرغبة ونفس الاستعداد وان لا يعيدنا الى الدوامة التي كنّا فيها والتي اضعنا فيها ما يقارب الخمسة أسابيع دون تقدم ونحن الان في نهاية الاسبوع السادس.
هذه فرصة حقيقية لنا لنعود ونعمل برح مختلفة وروح جادة وصادقة نحن جئنا من اجل ان نعود بالسلام وبإذن الله سنعود بالسلام اذا صدقت النوايا وأحسنا الامر، وكان لدينا الصلاحية والقدرة والإيمان والعزم لكي نصنع السلام لهذا الشعب الذي عانى كثيرا ويجب ان ترتفع معاناته الان . وشكرا جزيلا والسلام عليكم ورحمة الله وبركاته.
